Installation Guard Vessel
PC Landing Corp. (PCL) will soon be installing their JUNO submarine fiberoptic cable and RTI Infrastructure will soon be installing their Bifrost submarine fiberoptic cable. While it is not anticipated that a Guard Vessel will be necessary, PCL and RTI would like to compile a list of vessels that would be available and interested in providing the service should their marine installer determine that support is needed.
The Central California Joint Cable/Fisheries Liaison Committee is now requested to compile a list of commercial fishing vessels doing business in San Luis Obispo County that would be interested in performing Guard Vessel duties for the cable installation operation. All San Luis Obispo County commercial fishing vessel owners that wish to be considered for this work must complete a Guard Vessel Statement of Interest form NO LATER THAN FEBRUARY 29, 2024.
Typical Guard Vessel Requirements & Duties
The purpose of the Guard Vessel is to facilitate the cable installation and deconflict the operation with other vessels or ocean users. Typical duties entail:
Guard Vessel Equipment
Guard Vessels must have the following equipment at a minimum:
2 - VHF Radio Transceivers
1 – Radar
1 - Satellite Phone or Cell Phone
2 - GPS Receivers
1 - Depth sounder
1 - GPS Driven Full-Function Plotter or,
1 - Computer w/ GPS directed navigation software
1 - AIS Class A or Class B Transceiver
1 - VMS with e-mail (recommended)
If the Cable Company involved, or their marine contractor, elect to employ local vessels for guard duty, all selected vessels will need to provide the names of the captain and crewmembers, proof of insurance, and water depth range with which the vessel has the most fishing experience. The vessel must be capable of remaining at sea for up to two weeks uninterrupted. The cable installations are expected to take approximately 3 to 4 weeks to complete.
Payment terms for Guard Vessel services shall be negotiated between the marine contractor and the owners of the Guard Vessel employed. All vessel owners that wish to be considered for this work must complete a Guard Vessel Statement of Interest Form NO LATER THAN FEBRUARY 29, 2024.

- Must be capable of remaining at sea for at least 1 week with 2 weeks preferred.
- Conduct a route clearance survey along the cable alignment ahead of the cable installation vessel.
- Facilitate notification of fishing gear owners who may have gear in the installation path.
- Maintain 24 Hour monitoring of radios, radar, and visual lookout for vessels.
- Broadcast a Security announcement on Channel 16 a minimum of every 4 hours.
- Guide fishing and other vessels clear of installation activities.
- If requested, standby at unburied cable locations until burial activities are completed.
- Maintain a daily log and event report to be delivered at the installation’s completion.
- Provide other logistical support to the operation as required by the installation contractor.
- Prepare a summary report at the end of each week of the activities conducted and observed.
